AI: Dwarves pathing when about to enter or exit water can get stuck in a jumping loop

Seems to just happen due to average play. Start a game near some water and observe the shore. Observe the dwarves will sometimes get hung up on the edge and end up in a loop, hopping for a while, until they eventually give up. Might have to do specifically with going up elevations from water. Anyways, a save of it is attached.
