God mode: spawning water in a world without water does not work.

Reproduction:

1. Go to a world with no surface water.
2. Select "Fill Water" from god mode.
3. Observe that the water is calculated there, but no artwork gets generated.

I think it might just be taking a long time to update that chunk. Another one I'm scratching my head over.
