Add PostgreSQL and SQLite support (SQL Federation)

• [ ] Providers must be done
• [ ] Use of provider and parser inside the kernels must be done
• [ ] e2e for both must be done
• [ ] the e2e must be enable for gpuci but only using sqlite

Note: Use the mysql implementation as template
