Deliver Items cannot complete quest

The deliver items option stops players from finishing a quests after turning into the item.

Example: kill 1 cow, turn in 2 leathers. After turning in 2 leathers it would say (completed). But the reward command will not execute and players can still see the quest by typing /quest.

Note: This works with only killing 1 cow and remove the deliver items by itself.

This does not work even if deliver items were the only thing required.

it works alone on jenkins build 2.7.5 but it does not work together with kill mob and deliver in the same stage or different separate stages on the same quest.
