For those who still have this problem, the **solution** is simple; Move the file-vtf.mo as landfillbaby mentioned into "C:\Users\[Yourusername]\AppData\Roaming\GIMP\2.10\plug-ins\locale\en\LC_MESSAGES" or the other plugin folder located in C:GIMP itself.
