it is not possible install neither in VS2019 Enterprise nor VS2017

Is there any pre-requirement to install this extension? it is not possible even see/find plugin inside VS extensions and when I tried to set up manually installer sent back me this: this extension is not installable ...

I installed grunt-cli and grunt, my nodejs and ruby is set in Path enviroment variables.

anyone could help me please?
