Add BitDevs Guadalajara to the list of BitDevs cities

Hi @Chrisguida, congrats on kicking off another BitDevs. We add cities when they have hosted at least two socratic seminars. Is that the case here? Otherwise, we can keep the pull request open and merge when you got the second event in the books.

Hi @murchandamus ! Nope, we just did our first one Tuesday the 16th, so our second will be next month sometime.
