[FEATURE]: Configurable border color active/inactive.

Summary

Currently active border color seems to be tied to the KDE accent color which is all right, except for the fact that most good border accent colors (imo, pink, cyan etc) are jarring when KDE applies them elsewhere like the browser address history.

The more important settings is the inactive one though. As far as I can see this cannot be configured even indirectly like the active color. It would be nice to be able to set it.

The other issue with it is if you select an accent color that is the same as your current inactive border color (mine come out white), then the distinction between active and inactive is lost. (I am now noticing a more general KDE problem in which when I select WHITE as the accent color, some text in my browser address bar history is becoming invisible).

I tried the manual settings described on https://github.com/esjeon/krohnkite#changing-border-colors . I do not have any Header sections in my kdeglobals file.

I am using the Bismuth window decoration. If I switch to a different theme and change the Active Border and Inactive Border colors I get colored borders but I also get colored titlebars. (I don't want titlebars at all) Not all bars have that setting apply, it's visible from the Window Decorations previews where it will apply and where it won't. Though when it doesn't apply to titlebars, it doesn't apply to borders either.

I tried the Active Accent Frame window decoration which seems to implement its own border and has the same limitations in color selection anyway. It uses accent color and background color.

I am using a color that is OK for KDE accents but is not distinct enough for my border color preference. (This doesn't solve the inactive border color)
