User story

As an editor, I would like to be able to control the display order of supplementary files.

Proposed solution

Use a similar ordering mechanism as our other ordered lists.

Bonus: make it accessible with a new UI pattern. For example, rather than using drag and drop, it could be based on buttons like "move up", "move down", "move to top", and "move to bottom".
