Preprints metrics report empty, does not generate

Describe the bug Preprints metrics are not visible in the new Preprints Metrics Report. It is also not possible to export a CSV of preprints metrics data.

Authors appear to be unaffected and see their metrics in their personal dashboards.

Janeway version 1.5.3

To Reproduce Steps to reproduce the behavior:

1. Confirm that there are recent preprint accesses in /admin/repository/preprintaccess/
2. Go to Preprints Metrics Report /plugins/reporting/repository/metrics/
3. Filter by dates known to have accesses
4. Note that no data is available in report
5. Click "Export to CSV"
6. Note that a CSV does not generate

Expected behavior Metrics would be visible per dates selected in the filter
