Record custom styling in stylesheet repo

As discussed at Standup on 29 Apr.

Having the history / tracking of custom style sheets would assist with A11y auditing and tracking.

These could be stored on github within the stylesheet repo.

• [ ] Implement history/tracking of custom style sheets similar to other history available through admin interface.
• [ ] Would storage within github repo be suitable for all journals? Does it comply with user agreement etc as styles are their custom content?
• [ ] Implement github repo storage (if suitable).

1. Make the plugin utilise the history setup that exists in core for recording changes
2. Implement GitHub storage
