Notification for reviewers/editors when an article moves from review to revision

Currently, reviewers with open reviews are not notified when an article moves from review to revision. Editors are also not notified/warned when they move an article to revision with reviews still open.

Describe the solution you'd like For reviewers to be informed when an article they are reviewing (still on-going) is moved to revision + for editors to be warned/notified when they more articles to revision when there are still reviews open. This would increase UX and avoid issues where reviewers may complete reviews when an article has already moved to revision. Editors will now also be aware when moving articles that this might be an issue.

backlog:

when you accept/decline it warns of open reviews because it closes them. This doesn't happen on revisions because editors requested reviews remain open on revision.

proposal: have a intermediate view, after clicking revision, it lists all the open reviews and asks you to keep them all open, close all of them or go back (cancel).
