Add option to disable file uploads during review

Is your feature request related to a problem? Please describe. Some journals would like to ensure reviewers complete the review form that they have created rather than upload a file.

Describe the solution you'd like Add a new setting that allows a journal's editor/manager to disable file uploads for a given review form.

Describe alternatives you've considered This could also be set at the journal level but this is less flexible.

Backlog refinement: We all like this idea, and for clarity, we are interpreting the setting as being controllable when the editor creates the review form. When they are sending out individual reviews, they would not be asked again to choose whether to allow file uploads--it would be pre-set.

Accessibility concerns: if uploading a file (or disallowing file uploads) is important for any party, then a separate form can be used to ensure their needs are met. Though, of course, ideally all combinations of review forms would be accessible as a baseline.

Also: we need to consider any side effects arising from reviews that don't have files.
