Preprint flavicon only showing on backend, not frontend.

The flavicon set for the preprint server does not show on the front-end, only the backend. (Existing settings seem to be overriding the new flavicon.)

Reported on Windows, using Chrome.

Originally reported by ULBD through FD: 7938. They have indicated they already ran a clear (reset) but it didn't work.
