Base language for install and journals in addition to English as the default language

The English language interface cannot be disabled in the language selection interface. An override is also not possible. EN is set as the base language for the install.

It would be great to have an option to make other languages become the main interface (also to bypass the language settings of the browser) and to disable English if this is not desired.
