Add support for issue topics (a.k.a thematic sections / subsections)

Is your feature request related to a problem? Please describe. Some journals would like to categorize their articles into thematic groups or collections without having to publish a separate special collection.

Describe the solution you'd like As an editor, I can configure a set of topics to be linked to my journal. I can also link those topics to specific issues. As an editor, I can configure a submission field for authors to select the topic their article relates to. As an author, I can select a combination of article type and topic during submission As an editor, I can group articles on the published issue page either by article type, topic or a combination of the two.

We discussed this in backlog refinement and would like to compare this use case with some others so that we can be sure we are building a feature that serves the majority of user needs. We are going to tag it as "Needs Investigation" but it may be we need some user research and design work.

The user stories on this issue are the result of the investigation. The proposed user stories come from discussions with two different parties using Janeway. It is particularly important for journals migrated from Wiley, which have "lost" this metadata since there is currently no way to load it into Janeway.
