[XSLT] When a footnote has a <label> tag we should use it in the list element

Describe the bug Currently the XSLT will automatically number the footnotes usong an ordered list, however some papers have a mix of numbered and lettered footnotes.

Expected behavior Make use of the label when present, otherwise fallback to numbering.
