Preprints: Repository Manager should be split into two roles: Manager and Moderator

Is your feature request related to a problem? Please describe. As a Janeway Administrator/Superuser, I want to delegate the lead Managers of my hosted Repositories to perform certain regular functions in Janeway Repository, while also removing certain functions from access to the larger Manager group.

Describe the solution you'd like The current Repository Manager role should be retained, and a new role added: Repository Moderator. The scope of each role:

• Moderator: All current abilities of a "Repository Manager". Should be able to opt out of email/notifications.
• Manager: Update email templates, manage subjects, search & assign moderators & set their email preferences, plus all current abilities of a "Repository Manager". Should not be able to opt out of email/notifications. Ideally, would be able to access certain other features as well (access controlled via toggle setting by Janeway Admin/Superuser)

Repository Wizard toggle settings:

• Manager can update subjects
• On editable pages (once available): Manager can update page
