Bypassing review not permitted for editors because the override warning says they are not staff

Is your feature request related to a problem? Please describe. If an editor submits an article as an author, and wishes to bypass review, Janeway displays an override warning but will not allow the editor bypass review as they are not considered to be staff.

Describe the solution you'd like An editor who submits an article as an author should have the ability to bypass peer review, as the article might be an editorial or introduction piece.
