Editor can't delete funder but can add one

Describe the bug When an editor clicks the Trash icon on the Edit Metadata page next to a funder, Janeway says the page could not be found.

This is due to a security decorator for this view checking whether Funding has been checked in the Submission Fields Configurator.

This security decorator makes sense for this button where it is available to authors, but not to editors, since editors also have the ability to add funders manually (see screenshot).

The button should be modified so that editors can use it without turning on the Funding field for submissions.
