Within endnotes/footnotes, <xref> links to bibliographic references do not render as hyperlinks in HTML
Describe the bug
In-text references to bibliographic citations are properly and consistently tagged in JATS (<xref rid="R__" ref-type="bibr">
). These references render as hyperlinks in the article body as expected, but they display as unlinked plain text when they appear in footnotes. Inspecting the HTML reveals that these references within footnotes are wrapped in <span class="xref-table">
tags, rather than <a class="xref-bibr" href="#R__">
like the references in the article body.

To Reproduce Steps to reproduce the behavior:
- Go to https://journals.publishing.umich.edu/ergo/plugins/typesetting/preview_galley/article/1123/galley/422/
- Click on 'Notes' in the floating TOC
- Notice that none of the bibliographic references in these footnotes are rendered as links. For example, in FN 1, "Tolentino (2019" should link to
<ref id="R45">
.
Expected behavior
Text tagged with <xref rid="R__" ref-type="bibr">
should always link to the bibliographic entry called out in the rid
attribute (i.e., <ref id="R__">
). This is how this tagging works in the article body, and the same tagging should work identically in footnotes as well.
