Clickable homepage element has no URL

Describe the bug The header element for journal issues that is displayed on the journal home page when activated (i.e. src/themes/material/templates/elements/journal/issue_top.html) seems to be clickable in the OLH theme (due to class="waves-effect waves-block waves-light"), but the template does not populate any issue URL, so it looks to the user like a broken link.

To Reproduce Steps to reproduce the behavior:

1. Go to https://playtest.janeway.systems/ with the Current Issue homepage element activated and the OLH theme turned on.
2. Click on the title of the current issue (with the background image)
3. See CSS effect but no redirect or new tab.

Expected behavior Wrap the element in an a tag with the issue URL. This change would apply to all themes, though the issue is only currently showing as a bug on the OLH theme.
