Send an email to author when new peer review round is started

At present, authors aren't notified by email when their article goes into peer review--they just get a message when a decision has been made. We could add an email that gets sent to the author when a new review round is started for an article. The email wouldn't give them any details beyond that, to keep from interfering with double blind review processes. But it might provide a brief note or link to the author dashboard where they can see the status of reviews.

This sounds really helpful. It will potentially keep the authors from pestering Editors!
