Is your feature request related to a problem? Please describe. Sometimes it is necessary to engage a third reviewer, but the system currently does not allow R3 to see the reports of R1 and R2.

Describe the solution you'd like To make the reports of R1 and R2 available to R3.

Describe alternatives you've considered Laboriously copy/past/email R1 and R2 comments to R3.

• [ ] As an editor, I can toggle the comments of a peer review as "Available to other peer reviewers" allowing them to see the comments during their own peer review
• [ ] As an editor, when making a review decision on a peer review round, there is an option to send a summary of all review comments to all the reviewers who have participated in the peer review round.
• [ ] As a reviewer, from the review assignment page, I can browse the peer review comments from this and previous rounds made by other reviewers (as configured by the editor)
