Time Parameter - and some compliments to the creator :)

First I would like to say that I love this script. You're the reason my models have been so much easier to make. VRC should just hire you and implement these scripts. Intuitive, straight to the point, will never go back to the old ways again.

My issue: I just would like an understanding of what exactly the Time Parameter feature is in a toggle and how I would properly use it. I assume its to maybe time how long the parameter is active ?
