Monitors/Downloads Stalling after Error "Server stopped accepting new streams..."

Bug description

Occasionally image downloads fail but instead of skipping and moving on, the entire download queue will stop until the image is skipped or Pause/Resume is pressed manually. In the case of monitors, all monitors/downloads stop.

Steps to reproduce

Difficult to reproduce, happens intermittently on Gelbooru batch downloads/monitors most recently. This particular image works fine upon retrying it manually.

Expected behavior

If this error occurs, move on to the next image in queue and allow option to retry batch download at the end
