Add code of conduct

It may be worthwhile to add the Bioconductor Code of Conduct to this repo. Created using biocthis::use_bioc_coc().

Certainly a good idea for the repo to provide a code of conduct. I'm curious though: I don't see any code of conduct in the Bioconductor packages that you authored and/or maintain. Is there any reason in particular why you think Rsamtools should have one?
