Deprecate Sample profile in favour of BioSample

The Sample profile does not provide a data model of properties for consumers to rely on when consuming the profile. It has been implemented by BioSamples. However the deployment makes use of the now deprecated DataRecord profile as well.

The BioSample profile is being developed to provide a defined set of properties to describe a sample. The profile has been implemented by EBiSC and hPSCreg.

The proposal here is that the Sample profile should be deprecated in favour of the BioSample profile.
