Notice: Moving to Python 3.11 in October

With Anaconda supporting Python 3.11 as the main installation, I think it is time BioSTEAM start using 3.11. I plan to keep BioSTEAM 3.9 compatible until September to give everyone time to transition. Afterwards, please feel free to use all the cool features in Python 3.10/3.11.
