The new web registry should handle or integrate the multi containers

The multi-tool-containers should be integrated into the new web. https://github.com/BioContainers/multi-package-containers. This app allows users to create multi-tool containers and request to biocontainers for those containers using PR.

The new web version should be able:

• [ ] list all the conda packages from bioconda.
• [ ] Create the multitool-container template.
• [ ] Create the PR to Biocontainers automatically and give a timeline to the user where the container will be created.
