Create a container for decoupleR to use in nf-core modules

@bgruening anything I can do on my side to troubleshoot the failed check. I don't understand why it failed

The packages and versions you have chosen are not able to be installed in one environment.

I got it, I'll try to create a local virtual environment and update the versions so that it would be compatible.
