no-lib-strip is getting stripped for external dependencies

The @no-lib-strip@ tag in TOC's are being stripped from external dependencies, even though the nolib version is disabled.

externals are by default nolib, since any external listing they may have is ignored

You say "by default". Is there a flag, or option that can be set to allow it to be so?
