Cooldowns not reporting correct cooldown timings, or sometimes doesn't show available spells

Describe the problem

Cooldowns are having an issue grabbing correct cooldown timings, and sometimes the spells dont show at all, disabling and enabling is the work around for not showing spells. but what's more irritating is lay on hands, with talent "healing hands", doesn't show the correct cooldown.

What steps will reproduce the problem?

1. enable cooldowns, groups,
2. retribution paladin, talent healing hands.
