cljs + shadow-cljs jack-in should not insist on connecting prior to watching
The use case is coming back to a project (likely after an interruption), opening, and jacking in.
At this point calva wants to connect, and prompts, and will sit there until it connects to something.
At this point, the project may be full of compile errors, and we'll never know until connected.
Ironically, once connected, then the watch kicks in, and you start getting complaints of "stale output" from the connectee.
I feel like the watch should happen prior to connect
