Localization: [Alternative Language]

Users who speak [Alternative Language] are disadvantaged when using the installer as it is in English.

Localization be inputted for [Alternatve Language] using Powershell's Localization features.

An alternative would be just creating another installer, but it would be better to make it localized.

If you are Fluent in [Alternative Language] AND English, please reply here or send me a message on Discord if you would like to become a translator for `[Alternative Language]. Please commit to doing it though, and don't use a service like Google Translate.

I think as of now we have both German and Russian translations, but if you notice any issues feel free to open a PR.
