[Feature]: Schedule budget resets at expectable times

The Feature

When using daily, weekly or monthly budgets, they are being reset according to the time the first petition was made by the user.

Motivation, pitch

Our end users ask us questions such as why the daily budget is being reset at 15:43 and not a 00:00, or why the weekly budget is being reset on a thursday. Resetting these budgets at expectable times such as 00:00 for daily budgets, monday at 00:00 for weekly budgets and the first day of the month at 00:00 for monthly budgets would result in a more natural experience for end users
