That element's main purpose is for tools being able to download them. Not sure how it should be linked or if all repositories have a web ui.

I'd vote for a new tag if we want to link pages for source code.

Probably not :) that would make things really complicated. However putting the latest stable version into a separate attribute is probably a good idea.
