Is your feature request related to a problem?

As recently BentoBox introduces an ability to properly use portals, then this is a thing that would force people to use them.

Describe the solution you'd like us to implement.

A config option for the nether and the end that prevents leaving dimension via commands. (separation is necessary)

If the option is enabled player can leave dimension on his island only by the portal or death. A player can use the go <name> command for homes that are in that dimension.

If #1725 is not implemented, then parts of it must be handled by this function, to prevent cheesing by warping or leaving gamemode.

Additional context

This cannot be implemented before https://github.com/BentoBoxWorld/BentoBox/issues/1632 Otherwise, end return portals will not work properly, as well as respawn anchors do not work at all.

This could be a separate addon or part of #1725 addon if you do not want it to be a core function.
