sometimes works, sometimes not

hi, im using 10.13.

sometime it works but sometime after turn on Mac , it not works.

10.13 all OK.

When my Mac wakes from sleep (and wakes the display), the brightness seems to default to 100%. A tap on F1 instantly sets it to the last brightness level minus one step (or plus one, if I hit F2). Is this the expected behaviour? It's less than ideal, but not a big issue.

Mojave, Mac mini 2011, Samsung S24F350FHU monitor.
