[Feature] Do not ring during active call in different app

I would like to add a feature where when a new call comes in, Linphone Desktop first checks whether a call is currently active in a different app (e.g. Microsoft Teams), and if so, suppresses the ringtone and/or sends the busy call tone to the caller.

This is specifically for Microsoft Windows, and I imagine there is some sort of OS API that will tell whether a call is currently active in Microsoft Teams and/or any app (I have no idea).

Would such a feature be in scope for this project? If no, I would still like to fork the project and work on the feature myself, however I would like to know if anybody has any rough pointers for me as to where to which OS APIs to look at? This will the first time I develop for Microsoft Windows.
