Cannot open Settings window in 1.61

Describe the bug
As of 1.61, the settings window cannot be opened from the menu bar. Clicking Settings, History, or Help and Support does nothing
To Reproduce
Click the menu bar options Settings, History, or 'Help and Support'
Expected behavior
Window opening with the requested pages

Additional Context
- Frequency: Happens every time. Window only accessible on startup's auto-launch
- Impact: Prevents any changes of settings while app is running
- Workarounds: Re-launch app every time something needs changing
- Recent Changes: This bug happened on update to 1.61
