Move Polar Licensing to Swift Package

I'm working on building a macOS app and was hoping to use polar.sh since I noticed you used it here. However, I realized that they don't have a swift package. Looking at your code, I think you did some great work here and that you could create a separate repo for the polar licensing that other devs could use.
