Gauss turrets will not fire properly while the ship is still

Reproduction:

If you try to fire a gauss turret on a still ship bigger than a frigate, it will not fire correctly.

1. Pick a ship that's larger than a frigate (Tycoon, Galactica)
2. Make sure the ship isn't moving
3. Get in a gauss and try to shoot
