A couple minebot tweaks

About The Pull Request

This fixes a bug with minebot radios, tweaks the minebot's health indicator to be a bit more accurate, and allows minebots to use consoles. This also increases the base speed of minebots.

Why It's Good For The Game

This allows players to be a bit more independent while playing as a minebot. Bug fixes are also nice.

The new HUD element works fine, along with the fix for the radio implant and interfacing with consoles.
