Heads can send messages to CentCom during Red Alert
About The Pull Request
Allows heads to message CentCom during Red Alert.
As an addition to this, it adds to the blurb notice in the CC messaging menu saying heads of staff are only to use it in case of an emergency
I would recommend also adding something about this to SoP.
Why It's Good For The Game
During emergencies, or if the captain is somehow incapacitated or unwilling to contact CentCom during a situation where it is necessary, if no one can find / get a spare heads are sort of left in the dark and have no IC way to contact CC and possibly request help. Allowing heads to use this only the case of an emergency allows more CC interaction. For example, if the captain turned out to be a changeling (the original captain being dead somewhere) and security was all but missing, any head could request CC assistance instead of hunting the valids. Especially if the rogue captain were to recall the shuttle, preventing escape.

kinda true but there were situations where as head i wanted to call CC to inform about captain doing things that CC wouldn't like but couldn't because i didn't have access to it. And asking captain to request inspection of his actions would be a really bad idea
It's also not like in case of an emergency the HoP could not just get captain access temporarily to message CC, or another head could try to hunt the spare. If someone wants to message CC, they should be able to do it without breaking SoP during an emergency.
its the most powerful button in the game, and a situation being an emergency means that you will have to break some standard operating procedures since you aren't in a standard situation anymore. I think it should remain as a captain only call, but it should at the very least require red alert for regular heads.

The use case for this is also when there is likely not enough heads to go red. I could add a blue alert restriction.
I suppose the challenge could be trying to get enough to be able to go red and message CC. That could balance it more evenly.
Maybe it could only be enabled during Red Alert? It's true though that there has been cases where CC Help was really needed but since Captain was KIA there was no way to call for help, Cult ands revs come as an example

I think red alert restriction is fine. It makes sense to still allow for communication even when the captain is incapacitated as a last resort.
I do think the AI should always have access to contact CC the same as the captain. The AI is the least likely of all the "heads" to die and IC it's meant to be connected to every one of the stations systems including the coms console.
I think you all are over valuing the ability to contact CC. It only does anything if an admin is on, and the admin can choose to ignore it as IC not all messages sent get received. If you abuse the ability you can either expect something bad IC or OOC to happen. In most cases, the button is the manifestation of asking god for a bike...
