Why It's Good For The Game

Cargo and Science interact frequently throughout the course of a round. Science will frequently beg cargo for materials to print research QM's can query for mining research on behalf of the miners QM can request for mining borgs to fill out their lacking personelle QM can keep track of what their miners are requesting and actually getting from science

also the qm now gets a unique headset

QM doesn't belong to science and hence shouldn't have their radio. Shaft miners have it because they perform science duties as well as cargo duties.
