[Bug]: Z-Clear doesnt MC tick check

Z-Clear doesn't tick check, meaning that it can overrun its allocation for tick allowance. Since we have dynamic zs, z-clear getting stalled and not clearing a z-level in its 90 second allocation is perfectly fine since we can just spool up a new z-level.
