Implement regolith filter manifest

Sorry about the last pull request. Had some funny stuff happen with my account 😅 Anyway, This PR implements the talked about regolith_filter_manfiest.json which was discussed on discord.

It allows repos to do release filters, and have filters located at any point in the repo (including at the very root)
