Payment proof for a public offline transaction (receiver does not converge)

If we check a payment proof for a public offline transaction, then the recipients do not converge in the proof. They have different meanings.

the problem is that in case of the public offline address the voucher is signed by sender with temporary key and receiver has no info about it, so we create fake peed id which is different
