check 'User Shell Folders' key in addition to 'Shell Folders'

for one user, in HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer only a User Shell Folders key existed, and not a Shell Folders one, therefore causing the launcher to not function correctly, this should (hopefully) fix that keep in mind I have never used C++ before, and I was never able to get it to build, so I am hoping it functions correctly
